As a member of parliament for over 30 years and failed to capture the seat four times 1961/1983/1997/2007, I got the realization that parliament mostly does not  do as expected because members of parliament before and after being elected never get involved in any institutional training to understand parliamentary, civic and leadership procedures. To avoid alot of drop-out, I decided to try and educate members of parliament on people’s expectations, thus starting KIPCS which would take over the ad-hoc program parliament would.
